My cat has small bumps on her but she gets them on the back of her neck, chin, and base of her tail. My cat has what is called "Miliary Dermatitis". If this is what your cat has, you can take her to the vet, the can run tests for this, and give her a shot of steroids (mine gets Depo-Medrol).
http://www.petplace.com/cats/miliary-dermatitis/page1.aspx This website has more info on Miliary Dermatitis.
Good luck and I hope your kitty gets better!

most likely it is a food allergy...have u changed her food recently? A lot of cats are allergic to fish. Try to look for a food that doesn't have fish and keep her on it for 3 months...with no treats or anything...this will rule out if it is an allergy or not. If it clears then it was the food. If you haven't changed the food, have you changed treats? If you haven't changed any food then it could be allergies to the pollen. But this usually doesn;t happen if your cat is indoors only. They are easily treated with an antihistamine from your vet. Gooduck! Allergies are season if they are from pollen so goodluck!
*does she have fleas? many pets are also allergic to fleas bites. Look for small black dust in your cats fur. if you put a drop of water on them and they turn red that's flea poop. Get some frontline and away the fleas will go.

Is she an outside cat? Could she have been bitten by something? Are they tiny bumps, or larger nodule like bumps? Is she scratching them? There's a lot of different possabilities. Any unknown abnormality of a pet that you're unsure of should be checked out by a vet.
Good Luck

I agree that it might be fleas. My mom's cat was allergic to fleas and had bumps all over her. The neck is one of the places that a cat can't get to the fleas, too. Take it to the vet. And Frontline is amazing on fleas.
