you need to stay 922r compliant, so the rifle need to have less than 10 foreign parts in the finished rifle. you can not legally make a rifle in a configuration that could not be imported, unless it is an American made rifle.

the official parts list is
1. Frames, receivers, receiver castings, forgings or stampings
2.Barrels
3.Barrel Extensions
4.Mounting Blocks, Trounions
5.Muzzle Attachments
6. Bolts
7.Bolt Carriers
8.Operating Rods
9.Gas Pistons
10.Trigger Housings
11.Triggers
12.Hammers
13.Sears
14.Disconectors
15.Buttstocks
16.Pistol Grips
17.ForeArms/ Handguards
18.Magazine Bodies
19.Magazine Floorplates
20.Magazine Followers

it is not logic, it is law.

California has issue with semi-auto rifles. So I would check locally and see what is legal or not. I know for sure California has a law about so called evil features. This includes detachable magazines and pistol grips. You're limited to how many you can have on a rifle. If you could install the stock legally, you would have to use the factory 10rd SKS fixed magazine because the folding stock would have a pistol grip.

It should be ok as far as federal law is concerned since the assault weapon ban expired, but you'd better check state and local laws, especially in NY, NJ, CA, and Chicago.

There is no federal law against it, but don't try it in Kalifornia.
