Religion can be following a form of worship without any connection to God.
I do not believe that you can be spiritual in the absence of relgion, because I believe in a Christian God and as such believe that to be spiritual requires a relationship with Him, and that part of that is being part of His church (the fellowship of believers, as opposed to an organization that meets in some building every Sunday) i.e. being in a religion.

I believe that people cannot be spiritual unless they believe in God.
I also believe that people can be believers without being spiritual.
They intellectually accept religion but do not have it in their hearts and practice it.
