The Chinese didn't always limit their population. When the government saw how huge the population was and that these people couldn't feed themselves or maybe not even have a good place to live, they decided tomake it a law to have only one child per married couple. Furthermore they also made female and male sterilization a law (which means they can no longer have children, their reproductive areas were tampered with) Now female sterilization is done in North America by laser, through the belly button, both fallopian tubes of the woman are burned off in a spot, therefore she cannot have a baby. For the male, there is the sterilization in North America, of cutting the vas deferens, or maybe also using the laser now for that as well. Maybe in China they only do women sterilizations, and maybe they don't have up-to-date technolgy in the medical field like North America, so maybe they do it the old fashioned way, cutting of the female's abdomen and cutting the fallopian tubes surgically, and then sewing up her abdomen. There is also a lot of AIDS in China, maybe they just don't have contraception or condoms, which may be another reason why aids spreads or why there is pregnancy.

It takes time and will grow before it goes the other way.
They are not trying to fool anyone. The usa has a pop of about 300 million. If we limited couples starting today to one child per couple it would take about 50 years to start showing the effect.
300 million people. If all was 30 years old and have one child only. This means a pop groth of 150 million children born this year. So now we are up to 450 million people in the USA. In 20 to 25 years these children would couple up and have babies so add 75 million more for 525 million people. While only about 1 million die each year. So by years end in 20 years 20 million died so we are still at 505 million people in the USA. It will take about 30 more years for the large group that started it out the 300 million to start dieing out. So we have slowed the growth but it is still going to grow for 50 years from today.
So in the 10 years following 2055 the pop in the USA will start to drop fast to to about 150 millon. But 25 years before this happens about 2025 we had better start allowing couples to have two children or we will be down to 75 million in 2075. At some point we have to start replaceing the ones that are dieing or we will all die out.
It just takes time..

They are limiting the female population. If a women get pregnant with a girl she has to have an abortion and if she refuses she and her daughter are sold into slavery. In the hospitals, when a women has a girl she will not do anything for her including feeding and they let them starve to death. SICK!!! Now because there is such a limited group of women in China, the men are out sourcing to other countries for women in hopes of getting them pregant and having a boy. When the men are done with them they sell them and even take their life from them.

The one-child policy isn't bulletproof. If a couple has more than one child, then they will be severely punished. They may lose their housing (which is owned by the government) or even their jobs. But as we all know, "accidents" happen. In the rural communities, farmers need sons to do hard labour in the fields (don't mean to be sexist btw), and if their first-born is a daughter, rural couples are permitted to have a second child. Some farmers ignore the one-child policy altogether, since the benefits outweighs the risks.

Your question does not make sense because what happened was
1) There got to be too many of them in the first place, then
2) They tried to limit childbirth to one per couple afterwards.
In that order, and not the other way around. Actually during Mao Zedong's time (-1976), his motto was "the more people, the stronger we are". The one-child policy started in 1979 after his successor took over.
Also note that they are limiting childbirth only; they're not killing off existing, grown people just because there are too many of them (although they do execute thousands of people for being criminals or alleged criminals)

There are so many of them, because there has been so many of them for a LONG time. It takes time to make the demographic changes that they're trying to make. I believe that their one child policy was made at least 15 years ago. They made it because projections in the 1980s showed that if they continued in their policies, they would have massive starvation within 40 years.

They will be more if they don't control their population. Each couple has a child but you can see that there are great numbers of these couples hence, the great population.
