When a foreign national is arrested in the U.S., is the arresting officer required to contact the arrestee’s consulate/embassy if they so request?
Or perhaps it would be easier to think of it this way: If the police did not contact the embassy/consulate after the foreign national had requested it, would they be legally liable after the arrestee is released?

Not the arresting officer. The DA should if they are going to trial. Of course the foreign national has to identify themselves as such or it's tough luck.

no the arresting officer has no obligation to contact anyone.

the DA may be required to if charges are going to be placed if they wish to have legal repesentation from the embassy.

No they are not liable since the officer has no obligation to do so.f

You must let them call if they ask.
