Thats' easy - look to where all of the retirees are! (like Florida, Arizona), however the tax law is more complicated than that - if you are a government worker, few states tax your pension - in New York, they tried to tax your pension when you moved to Florida saying that "you earned that pension in NY and have to pay taxes" - aargh. Military pensions have different tax laws and are mostly exempt, too.

Here are the states that do not tax pensions: Alabama, Mississippi, New York, Illnois, Louisana, Kansas, Massachuttes, Pennsylvania, and Hawaii, and Michigan. There are other things you should also consider such as sales tax, property tax, state income tax, and cost of living.

I don't know where to find a list, but Pennsylvania doesn't tax pensions.
