As far as the best, I don't know, but cities and towns with alot of mysticism and wierdness generally attract pagans.
Salem MA - I've seen shows about there, and they have LOTS of shops and covens there.
Sedona AZ - supposed to be the crossing of 2 major ley lines (I think)
I think as far as BEST pagan community also depends on your definition of a good pagan community. Open minded people? Lots of elders for teaching? Lots of cool magiky stores? SHRUGS... If you find a good one, let me know. I'm tired of living in the bible belt..

I live in the Bible Belt sweet heart (stupid Texas habit) so I have no idea, but some interesting info for ya the number of Pagans in this country is rising on a map of the world were people place red markers were the lived the entire southern half of this country was red! Still more Christians though, but not all Christians are Bible thumpers. I have to finish college first before I think of moving from my home town.

Not Salem. There's a lot of shops and Pagans there, yes... but it's so high profile that you get Fad Paganism for the tourist masses. Every bit of camp and drama that can happen, will.
I've heard the Pacific Northwest is pretty good - places like Berkley, 'Frisco, and Seattle. From what I've seen, most of the cities in the Northeast are fairly much okay.

SW Ohio (Dayton-Cincy area) has some great, very active pagan communities. I don't know if it's "the best", but it's very diverse and there's always an event going on somewhere. There are different covens, shops, open rituals, charity opportunities, meetups, PNO's, classes, children's activities, even a yearly Witches Ball!
There has been talk about trying to create a pagan recreation center, but that may take a while yet.

many small towns actually have a very strong pagan community.
the four quarters inter faith sanctuary is in artemas pennsylvania.
it is literaly in the middle of nowhere. but they have about 300 members of various pagan faiths.
hagerstwon md has a strong pagan community.

I would have said Sedona too, but not for being pagan, but for being full of this spiritual power. There is something special about Sedona.

Uh, Salem, MA? I'm not pagan, so I don't attend those kinds of things. But Salem would be my best bet.
