I would like to know if there was ever a person that saw absolutely no color, kind of like a dog, if you know the answer, please say, I am pondering over this question.

Absolutely, there are many different types of colorblindness and the most severe form of colorblindness is one in which you can't see any colors at all. Furthermore, occasionally people are born with a complete lack of cones in their eyes, kind of like some people are born with a complete lack of pigment in their skin (albinos). Such people live in a completely black, white, and gray world.

Interestingly, different types of colorblindnesses mean different things to optometrists. Different types of eye diseases can cause different types of colorblindness. So when an optomistrist determines that you have a specific type of colorblindness, that alerts them that you may have other problems because being colorblind is typically a side effect.
