Maybe you have that social anxiety thing that can be helped with medication. Have you ever been checked for it?
There is nothing wrong with being shy or quiet, but there is a point when people are too quiet and they make other people uncomfortable.

talk bout wut u like to do becuz u know the most about that u'll have plenty to say...
also ask wut they like to talk about this should get em talkin and break the ice. get a lil scoop ahead of time and do some research. lets say you r talkin to someone who loves martial arts do a lil search on an art so when u see em next u can have more to say about the topic and get em talkin some more. people luv to talk about themselves if sum1 is payin attention and shows interest. the key is paying attention to details and asking questions.
u can make almost any story u have interesting you just need to know how to put some charm into it tell ur stories with some confidence and throw some jokes into it. then you can get to the point that i love being able to talk about ANYTHING completely stupid and random and still have fun.
when ur talking its da same thing details and questions. add details sometimes u might think something may be boring but if u tell it in depth it might be interesting. also make people wanna ask questions this will give yall interaction showing one they're payin attention and two a connection keepin the person engaged and interested
