Corn soaked and then heated in a dilute solution of Lye (just like what is in Drano).
The lye reacts with the hull which splits off allowing the inner kernal (the white part of pop corn) to be exposed to the solution. This causes the corn to swell.
The next step is rinsing, and this is repeated many times to remove all of the lye.

HOMINY CASSEROLE
1/2 cup butter
1/2 cup chopped onion
1/2 cup sweet pepper, chopped
16 ounces white hominy, canned, drained
16 ounces yellow hominy, drained
14 1/2 ounces corn, whole kernel, canned, drained
4 ounces sliced mushrooms, drained
1/4 cup grated Parmesan cheese
8 ounces Cheez Whiz
1/4 cup pimiento, chopped
Preheat oven to 350 F. Melt butter in casserole dish. Saute onions and peppers. Mix hominy, corn, mushrooms, cheeses, and pimientos. Add to casserole and heat until bubbly, 30 to 35 minutes.

I think it might be soaked in a lye or something like a brine to soften the skins so that it will puff.. I know that it is nasty tasting stuff

it is a kind of corn where the kernels are that big. They don't puff it up. The ears themselves are huge.
