Yethey do depending on where you are at. I know in the state of Michigan ther is a company called Infinity Network and you call the 800 number to set it up and the first time you have to put down $25 then you keep adding as much as you want.
You have to give the person in jail the code number to use which is your phone number and area code. They are able to dial it right through.

any landline company (not VoIP, or cellular, but POTS) will be able to accept calls from correctional facilities... you will have to call your local telephone provider to set this up though, as it is normally blocked automatically, and may require pre-payment for accepting these calls.. I am a field tech, so I am not up to the minute with this type of question, but last time I had a conversation in the office about this, MCI was the only provider, and a pre-paid account needed to be set up with them... lots of immature answers on here - I hope that none of them, or there relatives/friends end up on the wrong side of the law...
