sounds like a player to me. Not saying he isnt a nice guy or a good friend but id be like "...well you said you liked me but I just saw you all over another girl" and see what he says. Im sure you like him but im also sure you dont want to be used/cheated on

tell him that it is just too bad that he still likes you because YOU do not like guys that act like that!
Seriously that is what you should TELL HIM!!! do not call him and when he calls you tell him THAT, and then say you are busy and you have to get off the phone. DO NOT stay on the phone and listen to ANY of his bullshit excuses!
Then 2 things will happen: ONE- he will realize that he really has strong feelings for you, and will try everything he can to get you back and will NOT disrespect you again. OR
TWO- he will not talk to you anymore because he really was just stringing you along to begin with.
*also, as a side note....when he does begin to come back (call you and stuff) make sure you act uninterested for a while, just so he has to prove how much he really likes you*
and remember, no matter how much you like this guy he is NOT worth losing your self respect over. There will be other men and a real man will appreciate you NOT letting him treat you like crap.

He claims to want to be more than friends, but is all over someone else IN PUBLIC. He seems to be a rather confused little man that likes to play games. If you fall for this line, he will continue to play you like tune. Walk away and give him some time to grow up!

Well first of all hes a guy.He talks to girls that is normal.And second you can't really tell if he likes you even though he says so.You just have to take that chance.And just to let you know im a guy and i too cant really tell if a girl likes me even though she says so.
so think about it, you probably have nothing to lose.
Just don't believe everything you hear at first.You've got to look into these kind of things.

What to do? Spell properly online so your posts are easier to read...that would be helpful (and you'll have to do it in "real life" anyway so might as well make it a habit).
With regard to the guy, if you like him then go for it...you and he aren't dating so at this moment you are each free to be "all over" whomever you want...he may be interested in both you and she, but you might not have given him any indication you feel the same...
If you like him, let him know...don't lose out by default because you were silent or jealous...
