How did old water fountains, such as the ones in Rome or other places in Europe, spray water before they had pumps powered by electricity?

Early fountains depended on the natural gravity flow of water, from a spring or aqueduct supplied by a distant and higher source of water, which provided hydraulic head.

Slaves under the fountains were forced to move paddles in a rowing motion. This pushed the water up and out of the fountain. Good Luck ! :)

Water sources in higher elevations and sometime made pipes out of hollowed out logs, and lead piping directing the force to the fountain

You already have a correct answer, they had water from a natural source flowing into the fountain and draining from the pool below.

there was a water reservoir somewhere higher than the fountain.
