start with your hand at the top of a page, and bring it down at a fair pace, not allowing yourself to fall behind. Practice reading like this, and you'll gradually pick up speed.

Yes you can learn to speed read on your own, if you know the tricks to doing it properly. Good luck. It is fun to learn that, and interesting too.
