It is illegal to be drunk only if your under 21 but definitely illegal to be drunk and driving at any age.

It would depend on where you live, but most states have laws against public intoxication. Usually, it is illegal to be in public when you are drunk enough to be a danger to yourself or others.
Also, some cities have laws against the public consumption of alcohol.

There is NO law against being drunk, if you are not in public and causing a nuisance.Drunk driving is definitely a no no.

Yes, you can be arrested for just being intoxicated in a public place if you pose a danger to yourself or others. That's Texas law, btw.

Depends on a couple things. You cannot be drunk if you are underage or out in public. (many states now have 'zero tolerance' laws for underage drinkers, which means you don't have to be drunk.) You can also be charged with "endangering" charges if you endanger others, especially children.
