in all of my experiences there really arent any good Free editing programs for photos. But you could try the Paint Shop Pro by Corel for a free 30 day trial. :)http://www.corel.com/servlet/Satellite?pagename=Corel3/Products/Display&pfid=1047024307383

try Paint.net (free Microsoft photo program)
the Gimp (freeware)

Picasa! It pretty much does most basic stuff, retouching, resizing, fixing up colors, cropping, etc. It's free and slick.

While picasa is good there is also GIMP if you are a graphics person.
