If these "gangsters, terrorists, rapists, killers,and other sinners" are willing to cease their bad actions and serve God, yes.
“Repent, therefore, and turn around so as to get YOUR sins blotted out, that seasons of refreshing may come from the person of Jehovah." (Acts 3:19)
"Jehovah is not slow respecting his promise, as some people consider slowness, but he is patient with YOU because he does not desire any to be destroyed but desires all to attain to repentance." (2 Peter 3:9)
You might also want to look up and read 1 Corinthians 6:9-11.

Now consider from the Bible the blessings that will be enjoyed by those who qualify for that wonderful gift from God in the coming earthly Paradise.
Wickedness, warfare, crime, and violence will be gone. “The wicked one will be no more . . . But the meek ones themselves will possess the earth.” (Psalm 37:10, 11) Peace will exist because ‘God will make wars cease to the ends of the earth.’ (Psalm 46:9; Isaiah 2:4) Then “the righteous one will sprout, and the abundance of peace until the moon is no more”—and that means forever!—Psalm 72:7.

God will forgive anyone as long as they accept Jesus Christ as their personal Lord & Savior. The Bible says in Romans 3:23 (KJV) that "For all have sinned, and come short of the glory of God". Everyone in this world is a sinner and they need Jesus Christ to save them. The Bible also says that in 2 Peter 3:9 (KJV) that "The Lord is not slack concerning his promise, as some men count slackness; but is longsuffering to us-ward, not willing that any should perish, but that all should come to repentance". God does not want anyone to go to Hell. God wants people to get saved so that they can bring honor and glory to His name. All people have to do is believe and call upon the name of Jesus Christ and ask Him to forgive of your sins and accept the finish work of Jesus Christ on the cross how He died, He was buried and how he rose again. Once you do that you will be saved and you will be destined to heaven instead of hell. It is a free gift.

God will forgive you for what you have done, if you truly repent of that sin. Repent means to turn away from your sin, and turn to jesus, who alone can save you from sin.
What most don't realize, is that Jesus IS God, manifest in the flesh. That is why we need Jesus. The bible declares Jesus as God in John 1:1, and Isaiah 9:6.
I would plead with you to turn to Jesus while you still can. You don't need a church or even a pastor. The Holy Ghost will lead you into all truth. God bless!

When Jesus died He paid the penalty for all the sin of mankind. At judgment the sins that are common among men will not be counted against us. There is but one charge that will need to be answered for, "What did you do about Jesus? Did you commit blasphemy against the Holy Spirit in rejecting the gift of Life?" If a person is found guilty of that they will have no hope no forgiveness. God's Justus will be exacted on that person... Please don't confuse this with the judgment of reward where saved people will be rewarded for their works in living a christian life.... Jim

Jesus taught that if you asked forgiveness and were truly sorry that all your sins would be forgiven.But you must ask for forgivness and for God to come into your heart ,truly repenting and excepting him as your Savior. Your sins would be washed away and you become a new creture in Christ.It also states in the word that there will be those who were first would be last and the last first.

I assume you're talking about the Christian God as presented in the New Testament.
If this is the case, then my answer would have to be "I'm not sure." The Bible says he will if they all ask for forgiveness. But it also says he loves unconditionally. The Bible does not provide a clear answer, so as far as the Christian God goes, I'm not sure!

In my religion we believe in a judgement day sort of thing. We believe that God will judge us on how we grew up and if we knew about the gospel or not. If your a killer and truly didn't know then you can learn to repent and try to change yourself after you die becuase in my religion we believe that everyone is judged on their own sins and not Adam and Eve's. So God loves us enough to help us change ourselves after we die but you will have the same ambitions and addictions as would on earth so it's all up to those people afterwards to be able to change themselves.

Yes, when the terrible sins you mentioned has stopped and the sinner is truly remorseful and asks for forgiveness, willing to pay retribution and face any earthly consequences for his actions.
The saying 'It's not what you did yesterday that matters, it's what you do today and tomorrow' is what can count towards your salvation.
