A dark sweatshirt and pants (these are cheap at thrift stores and WalMart, if he doesn't already have one) can be turned into a dog or a cat with a cute little headband to hold the ears. You can use eyeliner to draw the nose and mouth. Felt costs about 20c a square at crafts stores, and can make very cute cat- or dog ears. Headbands in child sizes are available at most dollar stores. From a second square, a tail could also be easily made. Email me (by clicking on the name under the grey smiley square over there) for detailed instructions if you want them.
If your son has jeans and a plaid shirt, get him a cowboy hat and a bandanna and maybe a gun set from the dollar store.
If you can sew patches onto his clothes, he'd be the cutest little hobo in town. Use that eyeliner to give your baby a 5 o'clock shadow.
If you can draw, put him in blue or grey clothing and draw Thomas the Tank Engine's face on a piece of cardboard; fasten it to his clothing with safety pins or make him a little sandwich board.
Most dollar stores have fireman or policeman or soldier hats. You could easily improvise a costume to go with one of those.

Try going to savers or goodwill or something like that. THe children's resale clothing stores are also really great. You can usually find something really great for really cheap. another idea would be to make a puppy dog or something else with ears and a tail. Just find an old head-band and cut some felt or other fabric into the shape of ears. Glue the ears to the head-band. Cut another piece into a tail. and use a safety pen or something of that nature to hook it onto a sweat suit. Draw whiskers and a black or pink nose onto your child with a lipliner or eyeliner pencil.

Ghosts are always cheap to make, just get some cheap white fabric like muslin and drape it over him, either cutting holes so he can see AND BREATHE very well or pairing the fabric with a white hat and some scary face paint. A black cat is easy too; just dress him in black from head to toes, paint on some whiskers with an eyeliner pencil, and use cardboard triangles taped or glued to a headband for ears. I hope the little guy has fun!

There are MANY MANY ideas. You just have to know where to look. Better Homes and Gardens website ( bhg.com ) has many cute easy to make costume ideas. Also familyfun.go.com has cute and easy costume ideas.
They also have last minute costume ideas that require a few items that most people have on-hand. We usually end up only having time to use the last minute costume ideas. It is fun!

Go to the Family Dollar or any Dollar Store in your city, they probably have a costume for $1.00, get a cute mask and he is all set to Trick or Treat!

I would suggest a second hand store. The good will or salvation army would mostlikly have some that are in good condition, for only a few bucks. Otherwise I would go with a white sheet, and go as a ghost. For a child that young, it would be great!

Let him be Jesus the way he sees Jesus. I'm sure Jesus will watch over him. My boys are always barefoot, in or out of costume. There's nothing really dangerous about it at all. Most ordinary people in Jesus' time went barefoot everywhere. If your boy went barefoot over the summer as often as he should have, he's aware enough of his feet to know where he's putting them, and it's no more dangerous for him to go barefoot than it is for your cat. Anyway, it's good to hear about a boy wanting to portray Jesus rather than some evil character. Good for him.

well besides the old sheet w/ the holes go to thrift stores I got a new costume for $5 also check on www.freecycle.org & find an area closest to you, People are always given things away & you can post a want of your own i have bben able to recycle stuff of my own & Have gotten some great stuff too

try the dollar tree all costumes there are a dollar. you might try wrapping him in toilet paper and call him a mummy. wrap him in aluminum foil and he could be a baked potatoe, be sure to put clothing under the foil because it can cut. find a box that would fit him and cut the bottom out, holes in it for arms and a hole for the head get a fake knife and stick it in the box and use construction paper to make it look like a box of cereal, cereal killer. you wouldn't need blood for it you just want it to be cute.
