start by drawing your vanishing points at either end of the page and they have to be straight acorss the page. if you are drawing looking up make the first above the vanishing points and draw a vertical line from the top of the line draw to both vanish points making an arrow. draw your left and right sides parallel from the first edge you drew.

when you want to draw the windows or doors make sure the top and bottem of the windows and doors go to your vanishing point but the left and rightl edges will parallel with vertical lines. just make sure you windows line up going straight to you vanish point.

(1) Establish one corner of the base of the building on your sheet.
(2) Then select your horizon on your sheet, usually somewhere above the base point.
(3) Then select two vanishing points along the horizon line. Usually, one is to the left and the other to the right of the base point.
(4) To the left of the base point, non-verticle lines converge on the left vanishing point. To the right of the base point, non-verticle lines converge on the right vanishing point.

i think you are asking to place a vertical line and center you drawing in relationship to the left and right horizon points, at the lowest point of the center of your vertical is your toe point and is characterized by the by the lowest base in the center of your art work, vertical base below the center of the paper at the center verticals lowest point draw lines from left to horizon . then draw from the that point at the base of the vertical the other way to the horizon point on the right side this will establish vanishing points at the horizon and depth in the bottom of your vertical base
