My favorites are:
Fringe Festival & Tattoo - Occur simultaneously for the full month of August in Edinburgh Scotland.
Carnivale - in Venice Italy, I believe it is in February
Wearable Arts Awards - New Zealand in Jan or Feb usually, not really a full on festival but lots of fun

I was in Waikiki on Sep 6-8, there was an Aloha festival, street vendors and live music. Had a terrific time. Singapore, food festival, showcasing varieties of food from all over the world. I've been to octoberfest while in canada, love it too.
