Why don't you try other European countries? There are loads of engineering jobs in Scandinavia, Ireland and Germany, why don't you try there? For many of them you only need to speak fluent English.

I am myself an electrical engineer but currently working in the field of education, career and IT training / development. But I can tell you from my around 30+ years of industry experience that what you'r saying about the ECE students is not at all true. That is probably from some misconception. There may be various departments and the task these engineers do may be according to it. For example those work in design may use matlab for creating design or prototypes etc. They may also involve programming like if they are working with embedded systems. The field of IT and core field of electronics are different so the nature of their jobs is also different. There are many fields you can opt after electronics, you can scan a few very unusual career options with degree in electronics and/or computer & IT at the site that follows.

Follow the rules, fill out the forms and wait.

Rules change from time to time so contact only the consulate for the info, ask for info and the forms, act quickly so you are not caught in rule change cycles.

I believe you are stuck with English speaking countries only.
