exercise, you want to tone yor thighs not build the muscles try laying on your back and exercising the legs in the air develope an exercise and make it routine and remember it takes time forget about any immediate results just make it a habit and you will feel better and better over time

You can't spot reduce. You have to do cardio that gets your heart going, you'll get fat off everywhere. Fat comes off all at once, even if there's more in some places. All you can do specifically for your inner theighs is build muscle to tone.

Go for walks/runs. Jog up and down stairs severeal times a day. Go to dance classes.
