Who owns Dish Network receivers once your contract with them is satisfied?

At this time, Dish Network does. You do have an option of purchasing a receiver if you wish to keep it. If you have just started your plan, it is better to buy it as early as you can to avoid some monthly fees...if it is your plan to keep it.
