Maybe they don't know computer etiquette. I always thought all caps was equivalent to yelling, and bold is equivalent to raising your voice a notch. Then again some people are naturally boisterous. (;p)

They like to scream. Or... they think people will pay closer attention if they look like they have SOMETHING BIG AND IMPORTANT to say. I only capitalize words when I want to put EXTRA emphasis on them for some reason.

i will use caps to show focused intent on a single word of phrase.
some folks have sight problems.
and others are just rude.
