It takes a village...you should say something - I'd be grateful if it's my kid exhibiting unsocial activity.
You feel you should stay out of it because it's become dangerous...people will attack you for being right.

You should tell the child's parent[s]. They deserve to know what's going on in their child's life, and if their child is going around and physically abusing other children then either they aren't very good parents or there are some family issues that need to be taken care-of.

"It takes a village to raise a child" More people should say things when kids are misbehaving. I think parents should not be such pushovers to their children either , thats where the trouble begins lack of parenting in the home

Say something or put him in time out. Explain that hitting is not nice nor acceptable and it will not be tolerated.

I would say something like... "that's not nice" and then tell the childs mom what happened, and inform her of what you said.

If it was my kid I would say tell him it was very wrong and don't do that again, Then tell me when you see me next and I would appreciate you doing so.

Tell him what you saw. Then ask what he thought about it. And then explain that violence doesnt solve problems.
