You might want to try a mutt. You can go to a shelter and pick out the ideal one for you and I'm sure the people there can give you tips and help you pick a dog that would work for you. The dog itself is free as opposed to buying one at a pet shop and as a bonus you're saving a life! Also you can tell (more or less) how big the dog will be by the size of his paws, at least that is what I was told when I got my dog. GOOD LUCK!

how small a dog are you looking for? what may be small to you may be medium or large to someone else, also you didn't say why your mom said you had to get a new dog.
there are several toy and small breed dogs that make excellent pets, how ever if the reason your getting a different dog is because of training problems, rather than a change in space for the animal, you will probably have the same training problems with a a new pet. it's not usually the pet causing the problem, its usually he owner unknowingly giving mixed signals to the pet. before you change pets have a talk with a competent dog trainer at you local SPCA or animal rescue group for the breed you have
then if you still have a need to change pets go the SPCA and spend time with the ones they have available to see what you get along with best. go on line and check out the different breeds you see what will best suit your lifestyle and the space you live in, it will tell you how much care is required, how much space is needed to keep them happy, what they were bred for, etc.
once you've decided on the breed try ti find someone who already has one and talk to them about care, upkeep, etc.

Miniature Poodles are a very good small dog. They do not shed and are for people who have allergies. They make for a very loyal dog and a little watch dog. They are friendly with people and are a healthy dog. Some have been known to live for 20 years and a vet will offer a
vegetarian diet which is good. I use Science-Diet Vegetarian put out by IVD. Of course, your Vet might have another brand, so follow his instructions.

I have big dogs. Small dogs tend to be yappy in my opinion. Some small dogs are aggressive too even if they're tiny.
That being said, I once took care of a pug and they are really cute, solid dogs and are not yappy. So if I had to choose a small dog, I would choose a pug.

A maltese would be good. They don't shed and they are easy to traine. You can also traine them to go potty in a box. It is like a litter box but for dogs. They are also really cute and smart as a fox.

Well there are a lot. Personally I love beagles, I have one, but they're medium sized. They're friendly and lovable, but they bark a lot and hate to be alone. They don't need much excersize. If you have to leave one at home, put on the radio. Sorry I couldn't be much more help
