I read it, and the wikipedia entry and am still unsure what exactly it means.

State officials get sued all the time for all kinds of things.

The amendment intended to restore to the states the right of soveriegn immunity when sued for monetary damages. It meant that states would decide these cases at the state level and not the federal level.

The 11th amendment is to keep you from being sued in Federal Court by a person from another State, or Country, this was a result of a Supreem Court decesion in the case of ( Chisholm vs Georgia, 2 US 419) (1793) HOPE THIS HELPED !!

The Federal courts don't have jurisdiction when someone sues a state. This means the State courts will decide such cases.

"The Judicial power of the United States shall not be construed to extend to any suit in law or equity, commenced or prosecuted against one of the United States by Citizens of another State [...] or by Citizens or Subjects of any Foreign State." from find law.
