actually it is safer than having druggies share needles and get hepatitis c or even aids, studies have shown that since the governement started distributing needles both of these rates have decreased, so you tell me?

Every states Public Health Department spends thousands of dollars studying the incidents of diseases spread from shared needles. The records show a reduction in the spread of disease in people who partake in needle distribution programs.

The needle exchange is not dangerous. It is to help stop the spread oh HIV and Hep c. You give them your dirty needles and they give you clean needles that are still in the wrapper. They also give you a cooker, clean water,and clean cotton.

I presume you mean the needle exchange schemes for IV drug abusers. Of course it's not dangerous; it reduces the likelihood of needle sharing and so helps prevent the spread of HIV, Hepatitis etc.
