It's the literal meaning of the name. All of the cities in the region were originally under the rule of HIS MOST CATHOLIC MAJESTY, THE KING OF SPAIN:

Los Angeles = The Angels
San Francisco de Asis = Saint Francis of Assisi
Sacramento = Sacrement
San Jose = Saint Joseph
San Diego de Alcala = Saint Didacus of Alcalá
Las Vegas = The Meadows

It's based on its translation into english, Los Angeles being The Angels. So when use as the city of LA, its 'The City of The Angels' or shortened to 'The City of Angels'.

LA was initially called El Pueblo de Nuestra Senora la Reina de Los Angeles de Porciuncula (the Town of Our Lady Queen of the Angels of Porciuncula) - you can see why this was shortened to Los Angeles (The Angels). LA is really one of 88 cities which make up LA County. It was founded in 1781 by Mexican settlers and almost half of its inhabitants are Latino.
