For those who believe in programs like this, the idea behind it is it will decrease the spread of diseases like HIV, Hepatitis B, and Hepatitis C. Those who are against it think that it encourages people to use drugs.

clean needles are given to prevent the spread of disease. That in itself is a benefit to society. Your tax dollars go to treat these diseases. If we work to prevent the diseases in the first place isn't this better then treating the disease.

Having programs like this helps the addict not spread any disease. I don't think it is meant to say use drugs. Most people who go to these places are obviously on drugs and don't want to catch anything or spread anything.
