If he's a relative or a close friend, it could be just a friendly communication, like smiling. If he's just let you in on a secret or a joke, it could be a way of silently laughing or asking you not to tell. If it's just a casual acquaintance or someone you don't know, he is probably attracted to you and is flirting with you. Hope I was helpful!

Winking represents alot of things. He winks at you because you and him share a private joke, he winks at you because he likes a comment that you made, or he likes you and gives you a wink.
