Good question. I don't have to wear a bag over my head most days, but I swear I'm the most unphotogenic person out there. I did some self portraits that I really liked not long ago. And that's saying a lot since I can think of only a handful of photos of me taken over my lifetime that I actually like.
What I did was I set up my tripod in the bathroom in front of the mirror and I took dozens of shots from all sorts of angles. When it was all said and done I had picked out about a half dozen or so that I wanted to work with.
Then I played around with them in Picasa, a free tool found on Google, and I ended up with about three or four photos that were quite stunning. I ran the photo through a noise reduction program, did some cropping, changed the color to a sepia tone, and added a soft focus. Probably not what you're looking for, but they ended up looking like photos from the 20s and 30s era.
It could also be as simple as converting a color photo into black and white. I found one photo I was in and converted it and I looked a lot better. I think a lot of it had to do with the color being off as my skin was a reddish color.
All you can do is play around. You'll come up with something. Try doing some self portraits and shoot every angle you can think of, Try converting to B&W or sepia, cropping, whatever it takes until you are happy with the photo. Just remember, we are our own worst critic, so you may end up with fabulous pictures but still not be happy with them.

As a photographer I know exactly what you are saying. Some people are just not photogenic. You can do things to help the outcome of your photos. It sounds corny but will help. Look at yourself in the mirror from the front and sideviews. Decide which of your profiles look best. Also, you can practice smiles in the mirror. Some people look better smiling. While others look better with a serious expression.

Don't 'pose' for the camera. Try having one of your friends take a picture of you at any random time and see if that looks better.

stop trying so hard to look good get a digital camera and just causal take different photos dont be scared to look a little stupid.. you'll get a lot of fun photos that you look nice in

Go online and find the book "digital photography for dummies. Actually it could be at best buy. Heck you could buy a camera there too!
