The wining that he does could mean that he just wants to go outside and play. When you go outside and he tilts his head and 'grins' he could be thinking that maybe this time he will be going outside to play.....its hard to tell what an animal is thinking.

Ummmm....probably wants to be let in the house. You're dog or a neighbors dog? If it's your dog let him in the house and pay some attention to the animal. Dog are pack animals and they need to feel like they are part of the family. If it's a neighbors dog it same thing...then only thing is you can't do anything about it except pet him and pay a little bit of attention to him.
OR......if he's outside and it's cold.....let him the F'in house retard. He's probably freezing his little snipped balls off!!!!! @sshole!

Attention and maybe a little cuddling. You can go to Walmart and get him a rib eye bone. They last a long time and taste yummy...to dogs :)
