You might want to try a hamster/guinea-pig/rabbit that you can hold a play with but are low maintenance (the smaller the less maintenance). All you need to do is feed them in the morning (enough for the whole day or again in the afternoon), make sure they have water, and clean the cage once a week. Perhaps a chinese white crested (hairless) though you're never going to find a low maintainence dog with no nails to cut or whatever. The best pet would also be a well trained pet, so take your dog to plently of training seminars or else behavior is not guarrenteed.

the words dog and low maintence don't go together. All breeds require grooming, training, and time. Maybe you should look for a caged pet like a rabbit, ferret or even a reptile(if your worried about the hair issue). They will be better suited for a working person and can be just as exciting as a dog.

dogs don't like to be alone and training them isn't easy unless you have the time to spend to do it. I would look for breeders that have already trained them but to me it sounds like you don't want a dog because all the things you listed that you don't want are characteristic of dogs
