It sounds like he has an allergy for something in or around your house.
I should def. take him to the vet, he/she can scrape a skin-sample from your cat's belly and look at it under the microscope, maybe that will reveal why your cat is behaving the way he does. (and hopefully also provide an easy solution to that problem)
Good luck.

i'm not sure I understand. commonly once you assert your cat is declawed, it quite is the front paws in basic terms yet you sense it quite is the lower back claws that are bleeding. in case you had the lower back claws declawed, i think of a visit to the vets is with the intention to work out what is going on. could could desire to be re-glued and needs antibiotics. If not, is his lower back claws very long? possibly they could desire to be clipped. you certainly could desire to envision the Kitty's paws and decide what is going on or take him to a vet.

He is probably allergic to fleas. Take him to the vet to get a cortisone shot (for the itching) and get him a good flea repellent

The kitty either has allergies, bugs, dry skin, obsessive compulsive disorder. All that can be easily fixed. Please take to vet to fix the problem and make kitty more comfortable so no
infection starts.
