There are many kinds of love. You may let her know you love her as a friend. Instead of saying "I love you" it would be appropriate to say "I love that about you." Communication is always your best bet. Be upfront with her.
She is probably asking herself did he really mean that or was he just making a statement when he wasn't fully conscience?
Set the record straight as soon as possible and this will leave you both satisied and without worry...

Be honest. Just tell her what the truth is and apologize. She will respect you, she may not like you for a minute, but she will respect you. Don't keep the false hope up because she may be expecting more than you could give her if she thinks what you said was what you meant. We all make mistakes, just own up to yours.

You need to ask yourself why you regret it. No one can give you a good answer with out knowing that. Even with knowing that, no one can give you the "right" answer, that you have to figure out yourself. Its your life man.
Best attempt: If your scarred, work through it. If you just dont have feelings for her, stop seeing here.

y do u regret it? U don't love her? Just explain the situation to her then. Tell her that u weren't concious and that u just really like her and not love her yet. Good Luck!!!!

If you dont really love her try to explain to her that you werent fully concious and wasnt sure what you were saying to her. Hopefully she will understand.

if u meant it stick to it if u didnt tell her and then u can definetly see whether she thinks ur worth it for her to stay with u . sry there is no easy way to fix this
