I thought it was Judea. A financial war and boycott. However, that wasn't a country at the time. Poland was ready to give Germany a fight over something called the Danzig Corridor. Austria was to be annexed and did not declare war. The USSR was invaded which got them into it. Germany's allie- Japan bombed Pearl Harbor causing the US to become involved.

Probably Poland. The Germans faked an attack on a German radio station which was near the Polish border, using prisoners who were put into Polish uniforms, then killed.
The Germans used this fraud as an excuse to attack Poland.
They attacked Poland on September 1st,1939.
England and France had signed a mutual-defense pact with Poland, so they were probably the first (after Poland) to declare war on Germany.
