The radio does show the time but it will not play a radio station or a CD. Where might I find the code needed?

U got ripped. The only way to unlock is to take to dealer, since a wrong code has been entered 3 times. U might have to take it in the rear this time, sorry :o( Might be stolen.

Remove the negative cable from the battery for about 10 minutes.
That may allow it to be reprogrammed.
Aside from that, do a search on the make and model.

They got your money. The reason for the sale was because they probably had the same problem you are having. I hope you have a receipt or yeah it was used so you probably don't even have the box or any proof you brought it from them. If you do try to get your money back and take them to court to get restitution.

some times if you take off the top or the bottom inspection plate you may find a number in there it will only be 3or 4 digits otherwise you may get it from the manufactures

go to your owners manual if you don't find it there call your gm dealer. the lock out is a anti theft device if you have it turned on and your battery go, s dead it will also lock
