It is called a Window Greenhouse, and it protrudes outside the window. Easy to install if you buy the right size.

a window planter box.
hangs outside window & traditionally has red geraniums planted in them as they are so tough for what are very hard growing conditions.
just a long wooden box that sits on brackets below the window ledge.
