I think whoever suggested the date. But it would be nice to ask the other person what they think about the place, too, coz u never know if the place might hold some bad memory or something to your date =)

It should be a mutual thing, you need to do something that you're both comfortable with.
Perhaps the person who suggested the date could suggest a few places and then let the other person choose?
