Have you logged in as administrator?
one, try to boot your computer in safe mode by pressing F8/F2 to login safe mode. Then try to access the folder. If you can't still access, then a sureshot method is to take out the hard disk. Take out its jumper, Connect it to another computer as a slave disk. And try to access your folder.

You already have some great answers. There are a number ways to recover your data. Personally, I recommend using a live CD to boot your computer and copy your files off the hard drive. A live CD is an entire operating system which does not need to be installed to use. You insert the live CD in to your optical drive and boot in to a linux like operating system. Everything runs off the live CD. Since no Windows proccess and programs are started, you have access all the files stored on the hard drive regarless if they are protected or not. Hackers use this trick to bypass Windows Administrator's passwords and other security features. The more popular live CDs include: Knoppix, Ubuntu and Damn Small Linux. All of them are free. You can download any of the 3 and burn them on to a CD.

1. Knoppix http://www.knoppix.net/
2. Ubuntu http://www.ubuntu.com/ (you can also order a free CD and they will deliver it to you by mail for free)
3. Damn Small Linux http://www.damnsmalllinux.org/ (only 50MB, you can even fit it on to a jump drive.

I many times observed those issues (serious device information, like hal.dll or utility record, that have been given corrupt quicker or later). those corruptions are no longer linked to the updates you probably did, they are led to via the magnetic fabric of the perplexing disk, it quite is exhausted. i'm additionally specific the postpone you observed at booting time is from the comparable reason. you're able to do a "chkdsk /P /R" from the restoration Console to get the disk in a greater desirable shape, on the grounds that command is analyzing archives in each sector of the disk, then that is "coaching" each sector with a number of sorts of archives, and finally writes lower back the archives, and then reinstall the OS. however the disk is on its failing way and the only reliable attitude is to alter it asap. Sorry for the information, and strong success!
