A lot has changed since the 90's. I live in New York and Colombia in that I am in Colombia every month and although only a fool would get complacent it is now nowhere near as dangerous as it used to be, (and I do not live in Bogota), only last week I drove to and from Cali along an excellent road and at night.

The Colombian consulate here in New York has been fairly helpful when I have had questions and I would recommend them as a first port of call, either that or find a Colombian lawyer here in the US. There is also a website called poorbuthappy.com which has discussed this very issue.

If you are an American citizen, and have the need to live in a warm climate, go to Florida, you will save yourself a wwwhhhooole lot of hassel compared to all the paper work to live in Colombia, plus the only real safe place in Colombia is Bogota, and the cost of living in getting compared to the U.S. unless you want to live in the slums, and you can do that right in the U.S. Or try Guam, no paper work to hassle there, and it is always hot and humid.

Do you mean ColOmbia? I'd contact their embassy or consulate.
But it's really not the best place to travel right now! It's full of crime, and there's high kidnapping rates. Find out what the travel restrictions are first, and you might want to rethink your plan to move there.
