I'm originally from W.V and you know I really don't know the answer to this. I'm going to guess and say yes you can own anything. I don't think you would be able to get it legal and drive it without a drivers license.

Having a learner's permit doesn't matter. Being under 18 doesn't matter. Anyone can have their name on a title to a vehicle as owner. If you are asking if you can buy a vehicle on credit, no, because you can't enter into a retail agreement like that being under 18. But if you pay cash, no problem.

The law states you can not drive a vehicle without a license,
It does not say you can not own one!
I had this go around with the state of Mass. when I was 8
Bought a Cadilac Sedan de ville (needed work) The law said it had to be registered and plated- it did not say that a minor could not own it!
