I have a bichon that use to not eat his dog food and cry for constant attention. I did some research on the internet, and I found out that I let my dog be the leader in the pack. Maybe you need to establish that you are the leader in the pack. Dogs will eat anything. Give him 35 minutes to eat his dog food, and if he doesn't then take it up and give it to him again the next day. Trust me this works. My dog was running to eat the dog food the very next day. Do not give him any people food. Just ignore his crying because eventually he will stop.

My dog also doesn't like dog food so I add chicken or something and mix it together. He ends up eating most of it. I had a trainer come and he said when dogs are in packs they don't whine because they know it won;t get them anything. Dogs only whine around people, they know that we 'pity' them and will do something about it. Every dog is different so I can't promise this will work but try ignoring him, he should learn that he gets attention when you (the owner/boss) wants to give him attention NOT when he wants it. How long have you had this dog?, if you just got him recently it could be because the previous owner did not feed him dog food. (My ****-zuu wouldn't eat dog food when I first got him because the lady that owned him previously fed him only cat food- his whole life!!) So if you just got him then eventually he'll just get used to what your feeding him, if not, then maybe you should consult your vet.
Attention Q&A;
If he's a puppy expect this to go on for a little while and just be firm with him, if you say "play time is over" then it's over. The hard part is ignoring the whinning, but if you do he will realize that whining is not going to get him anywhere and he will eventually stop doing it. If he is older, then it may be a little harder to break him of this habit, but not impossible!!

Have you talked w/ your vet about this? Is the whining just whining or does your dog get hyper in his quest for attention? My dog began refusing to eat any dog food and needed a lot of attention (would run to anyone moving). Turns out she had a medical condition--her seratonin levels were skyrocketing due to a liver problem--my vet instructed me not to feed my dog any dog food--only human food w/ no meat or egg. .
I think it's worth seeing the vet about if your dog's behavior has changed.

As far as not eating dog food - are you feeding him talbe scraps? If so quit. He will eat what you put down when he is hungry enough.
Whining all the time could mean he is spoiled. Does he stop whining when he gets the attention?

Either the dog is sick or you may have answered your own question...you spoil him. Dogs have feelings just like humans and even though they may not be expressed in a way we completely understand they will find a way to let you know what they want. Think about your normal routine with him. What have you changed recently?

are you giving him attention when he's whining?....if so, you are nurturing the whining behavior....a dog's mind is very simple : if it pays off, they will do it, if it doesn't pay off, they will stop doing it....And there is no such thing as your dog not eating his food...you're just making him that way by catering to his fussiness...You have conditioned him to refuse food, because there's always something else coming if he turns his nose. Do yourself and your dog a favor, and watch a few episodes of Cesar Millan's Dog Whisperer, so you can have a better understanding of dogs...Human psychology DOESN'T work on dogs...

I'm not being unkind, but treat him like a dog not a person. Cesar Milan advises first comes exercise, then discipline, and then attention. Dogs don't really understand affection. Yeah, he wags his tails and licks, but doesn't understand affection. Try be the Pack Leader instead of his "lover" (don't take it the wrong way). See what happens.

my friends dog had this problem, try to feed it table scraps so it keeps eating, and see a vet. When he whines, hes probably trying to tell you somethings wrong with him. My friends dog had a stomach condition and the vet had to put her on steriods. hope this helps

If he's not eating and he's whining a lot then he may be in distress. It's time to take him to the vet for a checkup.
