what does kat 2 daire mean? and what des egekent cigli?

Kat 2 Daire means Kat=Floor so it is Floor # 2 and Daire means apartment/flat , and egekent is a district in Izmir Turkey and Cigli is Egekents surrounding as well and it is in central izmir, like downtown Detroit,MI.
