Simple answer no.
However you can send both but don't combine the two. I would suggest if you have the money to send some nice flowers in memory of your aunt. And send your Uncles birthday card seperately. IF you can't send flowers you can send a nice card and write something personal like I always love it when aunt and I did this togather.

In short, No. These are two separate events, both need to be acknowledged, however you need to appreciate at this time your uncle probably won't feel like celebrating.
The best way to handle this would be to buy an understated simple birthday card and a separate card to express your sympathies at his bereavement.
Be considerate with your wording when writing the cards.

I really doubt that your uncle is even thinking about is birthday and whether anyone will send him a card. Women are more hung up on birthdays then guys, we really don't care anyway, and certainly the death of his wife would take priority.

Send separete cards and send them on separate days. Try not to do anything that combines these two events. If he combines them in his mind, he may never want to celebrate a birthday again.

NO that is a very bad idea. Just give him a birthday card and a present and tell him happy birthday I love you.
He doesn't need to be reminded on his birthday about the death of his wife he will be wishing she was there enough already.

Send a card - maybe more affection in it than usual. Write a separate note to go with it - a short sympathetic one saying you are thinking of him. He will be stunned by his loss - and preoccupied at present - but he would appreciate hearing from you later.
