I bought a carpet in India, I subsequently found out I could have bought it for half the price. However I saw the same carpet in London for twice what I paid so I gues you are most likely to be cheated in London.

In a more general sense you have to be more careful of under developed nations. The laws there you not protect you as they would in the U.S., Canada, England, etc. Be most careful of Indonesia and africa.
