Power failure. Ice Cream melts, power returns but Ice Cream appears icy on top....looses texture

If ice cream is completely melted to a watery condition, and then refreezes it will be flavored sweet ice. To get it back to the consistancy of ice cream, it would have to be churned. Churning whips air into the mixture while it's freezing.

Ice cream is originally a liquid that has been frozen while being agitated, adding air to the process and giving it a smooth texture and it has an effect on the crystal formation. When ice cream melts, the texture is affected and it loses the air and the crystalline structure i much more dense. This makes the texture much more dense and hard. Some additives are added to the ice cream during the freezing process. As long as the ice cream is thick and churning, the mixture is homogeneous. But when it thaws into a liquid, the mixture can separate.

Nah it's pretty much ruined. Ice cream has a lot of air whipped into it, which it loses when you melt it. It'll refreeze into a solid chunk and be good for nothing. You could maybe put it in an ice cream maker and whip it up again, not sure if that would work.

Yeah, it gets gooey. The desired texture is from air mixed in. If it melts, you lose the air and it refreezes without it and you're left with a gooey yucky mess.

It does not taste as good and the molecules that originally were small when frozen are now large and don't minimize in size again (hence why it doesn't taste as good and there is ice on the top).

You're all Kinda wrong, It depends largely on what kind and brand you have. cookies and cream keeps its consistency because of the crumbs in it so the molecules don't completely collapse. however most other cheap brands and watery type "ice creams" should be thrown away.

you have answered your question. if not for the power failure part i would tell you i dont know ive usually eaten it so it doesnt get refrozen
