IMHO-this verse refers to men taking on the appearance of a woman. We know for a fact that certain oaths in the Bible required that men NOT cut their hair. Samson, John the Baptist, Jesus at one time. The Nazerite vow forbid it. Could those men who were totaslly dedicated to God be considered wrong because of their hair? I think not.

Yes it is binding, in Jesus days men used their hair perhaps a longer than the standard today, but they did cut their hair. The rule should be never let it grow long (with out cutting) like woman.

Since your question is Biblical, then it needs biblical answer.
There are 2 ways to interpret this passage:(a) one literal, (b) another is "intentional"--that is, get the intention of the writer. See Romans 7:6,7 w/c gives a hint on how to interpret Biblical laws.
IMHO, it is the 2nd one. What Paul actually said applied in his time--or even in our time. If one's culture frowns upon long haired men, then literal interpretation of the passage is correct.
This passage should be interpreted along w/ other writings of Paul. In 1Tim 2:9 he gives a broad guidline: dress or adorn one's self DECENTLY.
So, is wearing long hair considered Decent in your culture--then by all means wear it. If not, then follow your culture.

As a christian the rule of thumb on whether we are living for Jesus or not is.. Would you be doing this behavior if Christ was bodily standing right next to you. If you would, don't sweat the small stiff... Jim
