Probably because of kickbacks and pressure from businesses that like to get away with the cheap labor. Illegal immigration hurts America and that is definitely the bottom line.

Money. All of our laws are less than 100% enforced. Immigration laws are no different. You might want them to be more strictly enforced than they are. Other people are unwilling to pay more taxes so that they are enforced more strictly, or because the cheap labor makes a number of products and services, in industries like hotels, agriculture, food processing, and the restaurant business more affordable.
If we are willing to spend billions to tighten the border and billions more for food and lodging, then we can have better enforcement. Is it worth it? Up to the politicians to decide.

You know, I was actualy wondering the same exact thing myself. Our country loves to make up rules, but we never really enforce them enough. I think their too busy with the airline rules thing to enforce the immigrant rule.
Oh well, more employees working cheap for everyone else!

So we can sue the government?
I think we need citizen action clauses in all immigration laws so if they are not enforced, citizens can sue.
I for one don't trust 'promises' of enforcement any more.

We need someone to pick the lettuce and tomatoes. Large corporate farms need labor that will work for less than minimum wage, to minimize labor cost and maximize profits. When you take the profit out of illegal immigration these same corporate farmers will be begging for enforcement.
